West Bengal, a state with more than 60 cities, has established over 97 RTOs to assist its population of over 10.2 crore people in vehicle registrations, driving licence allotment, and more. The RTOs in West Bengal function in accordance with the Indian Motor Vehicles Act of 1988 and help ensure these rules and regulations are followed across the state.
Following are the steps involved in vehicle registration in West Bengal:
1. The registering authority (RA) shall accept the completed application Form No. 20 along with Form 21 and 22 (as specified in CMV Rules, 1989) together with the necessary fees and attested documents, such as Address Proof from the applicant. For certain categories of vehicles, the Sale Invoice and Option Form for Tax Mode must also be provided. After verifying the application and the documents, the RA will forward them to the R.T.O / A.R.T.O for the initial order of acceptance
2. The RA will collect the required fee via the VAHAN system and will issue a receipt in Form No. 4705. The generated Receipt No. will be considered the Transaction No., and the RA will send the file to MVI (T)
3. M.V.I (T) will input the inspection report of the vehicle provided by the dealer into the VAHAN system
4. For transport vehicles, the RTO / ARTO will approve the CF
5. The RA will input the additional required registration data into the system
6. MVI (NT) will confirm the applicant's address and submit the report in the computer system
7. Once important data parameters are verified, the RTO / ARTO will approve the registration of the vehicle, although the registration number will not be assigned yet. The RA will retain the file
8. The applicant will pay the tax associated with the Transaction No. The tax token in Form No. 1, issued upon tax payment, will display the assigned vehicle registration number. The tax token will be delivered after being laminated
9. The required registration data will be transmitted online to the vendor designated for HSRP
10. The applicant will remit the applicable fee for the HSRP to the vendor, who will provide a schedule for affixing the HSRP, noted on the fee receipt
11. The applicant will have the HSRP affixed to their vehicle at the Registering Authority's premises on the specified date. The vendor will issue an HSRP Fitting Certificate to the applicant and provide the data back to the Registering Authority along with the HSRP PIN
12. In offices where the RC is issued as a paper document, it will be printed from the system and delivered to the applicant by the RA
13. In other offices where the RC is issued as a Smart Card or Plastic Card, the applicant must pay the card fee either to the office or vendor, as applicable, and will receive a receipt from the RA. This receipt will include the registration data of the vehicle
14. The applicant will return the information slip to the office after verification. If any data discrepancies are reported by the applicant, the Registering Authority will make the necessary corrections
15. The RA / RA will send the registration data to the vendor appointed for printing the RC
16. The vendor will print the RC either as a Smart Card or Plastic Card
17. The RA will either activate the RC (if in smart card format) or match the RC (if in plastic card format) within the system and deliver the RC to the applicant
