The state of Odisha comprises a population of approximately 4.79 crore people, and has set up 37 RTOs in its 30 districts to aid the people with vehicle registrations. Additionally, the RTOs are responsible for allotment of learners and permanent driving licences, and more. The Odisha RTOs are responsible for ensuring that the rules and regulations mentioned in the Indian Motor Vehicles Act of 1988 are followed throughout the state.

Odisha Vehicle Registration Process

In Odisha, upon selling a vehicle, the dealer must upload all relevant documents concerning vehicle registration. The documents and forms needed for registering a new vehicle in Odisha are as follows:

1. Form-20, which should be signed by both the purchaser and the financier (if the vehicle was bought under HPA). The dealer is responsible for ensuring the financier's signature is present on Form-20, and no separate financing agreement letter is necessary

2. The original Form-22

3. Insurance policy document

4. Sale invoice from the dealer

5. ID proof of the purchaser: The name of the purchaser on Form-20 must match the name on their ID proof. The dealer must verify and upload one original document from the following list as proof of identity: Aadhaar Card, PAN Card, Voter ID, ID issued by State or Central Government, or Indian Passport. No ID proof is required for a vehicle sold in the name of any farm, company, corporate body, state or central government, PSUs, or NGOs

6. Proof of current address: This can be an Aadhaar Card, Voter ID Card, a passbook with the address from a Scheduled Bank/Post Office, a pay slip from State or Central Government or State/Central PSUs (if it contains the address), an ID card issued by State or Central Government or State/Central PSUs, Indian Passport, proof of a gas connection, electricity bill, a registered or notarized rent agreement along with the address proof of the house owner, pension payment orders with photographs, or a certificate from Principal/Registrar of colleges/universities on official letterhead

7. A chassis pencil print or a digital image of the chassis

8. A recent passport-sized photograph of the purchaser along with their specimen signature, if the purchaser is an individual. No photograph is necessary for a vehicle sold in the name of a farm, company, corporate body, state or central government, PSUs, or NGOs

9. PAN of the purchaser: An original PAN must be uploaded if the vehicle sale amount exceeds 2 lakh rupees; otherwise, it is not required. If the purchaser is a state or central government entity, a TAN number is necessary
