If the dotted line appears on your driving lane, then you can pass the line and overtake. But, the opposite traffic is not allowed to overtake.
Crossing these lines, even to overtake, or make a U-turn, is strictly prohibited.
These lines may be crossed to overtake or change lanes and are generally used on multi-lane roads.
