Outline

Car ownership in India is something that’s getting more expensive by the year. Rising input costs, higher interest rates, and a greater demand for tech-laden vehicles are just some of the factors behind cars getting less affordable. That said, if you are military personnel, or a retired veteran, the Government of India recognises your contribution by offering some great deals via Canteen Stores Departments (CSD).

Essentially, CSD depots offer subsidised rates for goods, including food, medical items, household necessities, and the like. More specific to this article however, CSDs also offer some great discounts on cars. Aside from military personnel and retired veterans though, can anyone else avail these discounts? What is the extent of these subsidies, and are they applicable to all the cars on sale in India currently? In our guide to Canteen Stores Department car prices in India in 2024, we will answer just those questions (and a lot more).

Who is eligible to purchase CSD cars?

The Canteen Stores Department (CSD) is a solely-owned Government of India enterprise under the Ministry of Defence. India is home to as many as 34 CSD depots across cities like Ahmedabad,Bagdogra, Delhi, Jaipur, Kolkata, and Mumbai, to name just a few. It is operated by the Indian armed forces, and offers a select portion of the Indian population access to subsidised rates on food, medical items, household necessities, and even cars.

The people eligible to purchase CSD cars are serving and retired armed forces personnel, widows of military personnel and ex-servicemen, and defence civilians.

Eligibility criteria for purchasing vehicle from CSD

The Canteen Stores Department has a fixed eligibility criteria for four-wheelers that can be accessed by retired armed forces personnel, widows of military personnel and ex-servicemen. This includes a pay band, a maximum cost (excluding taxes) for the vehicle, and even how many vehicles and how often they can be purchased.

Eligibility criteria for four-wheelers

Even within the people eligible for the CSD’s subsidised rates, there are slabs and brackets to determine the extent of the subsidy. The following table gives the complete picture of the kind of discounts one can expect.

Step-by-step process to buy cars through CSD canteen

Buying a car through the CSD depots situated across the country gives you a more affordable entry point to a lot of vehicles. Before you consider buying a vehicle via the CSD route though, you have to ensure that you meet the eligibility criteria. If you meet all the requirements, the process of availing the CSD’s subsidised rates is straightforward. Simply make sure you complete the following steps:

1) Visit the official CSD AFD portal and create an account with your personal and contact details.

2) Once your account is verified by the CSD authorities after checking details, you will receive an account approval email and SMS on your registered email address and mobile number, respectively.

3) Contact the authorised CSD dealer in your area to check the availability of the vehicle model and to get an availability certificate. Keep the required documents ready to place an online order of car.

4) Login to the CSD AFD portal using your username and password.

5) Choose the car model (for which you have taken a car availability certificate) and brand of your choice from the available options in the CSD car price list on the portal.

6) Select the State, CSD depot, and CSD dealer in your area from the list of available options.

7) Fill in the required details and recheck the auto-filled personnel details, including personal information, contact details, and eligibility documents such as PAN card, Aadhaar card, Pension Payment Order (PPO) and Pension Slip.

8) Pay the amount online through the secure payment gateway provided on the CSD AFD portal.

9) After the payment is received, the CSD AFD online portal will process your order and issue an LS order after verification. This will take approximately a week or less.

10) Once the LS order is in, you can go to your authorised dealer and collect your vehicle.

Points to note while filling and submitting an application form for CSD

There are a few points that should be kept in mind while filling out a CSD application form, namely:

1) Pan card and grocery numbers are mandatory.

2) If your previous car was purchased through CSD, then its date of purchase is required. If there have been no previous purchases, you should specify as much. It is best to not leave the section blank.

3) Similarly, the following fields should not be left blank: Address, Service Number, Date of Enrolment and Date of Discharge (if applicable).

4) There is no separate priority list. Only if you meet the eligibility criteria will you be allowed to avail the CSD’s subsidised rates.

Guidelines to make online/offline/loan payments on AFD portal

The Comprehensive Service Delivery (CSD) Armed Forces Department (AFD) team has revised the online payment process procedure, with the aim of making it more efficient for users to make payments. This updated system streamlines the acquisition of AFD items and also allows for the loan payment process.

This system helps ensure that all details are accurate and in compliance with regulations before any funds are exchanged. The revised full and loan payment system is segmented into four parts: User Registration and Login, Demand Generation without Payment, Depot Approval and Demand Payment, and URC Approval and Product Delivery.

An important update to the payment process involves a significant change where immediate payment for the selected product is not required. Upon selecting a product, a Demand Generation request is promptly initiated, setting in motion a meticulous review process by the Original Equipment Manufacturer (OEM) and Depot for final approval.

Each demand is scrutinised and validated by the respective depot before progressing further. Once the depot accepts the demand, a secure payment link is promptly generated and sent to the customer for the completion of the purchase transaction. However, in the event of a rejection by the Depot, the purchase request is promptly declined by the Customer Service Department’s Authorizations and Fraud Detection team to ensure the integrity of the payment process.

The CSD AFD Online Payment Process serves as a facilitator for the acceptance of bank loans. Should you choose to pursue a bank loan for this purpose, it is important that you furnish the sanction letter, which should include all details regarding the approved loan amount. On the other hand, if you decide not to opt for a bank loan, it is crucial to secure a sanction order from your bank before progressing with the Demand Generation process. Once the sanction letter has been approved, ensure the prompt initiation of the Demand Generation process and subsequently submit it for validation to the relevant Depot for further processing.

If you need to make an offline payment, then select Bank or Branch/Transfer mode and download the e-challan generated by the payment gateway, which mentions the Challan Number/Merchant Order Number/IFSC code/Virtual Account Number, along with the amount to be deposited through NEFT/RTGS.

In case the payment is being made through the PayGov (Razorpay) gateway, the Virtual Account Number will be generated in the e-challan. The e-challan will further contain bank details of the RBL Bank.

The printout of the challan will have to be submitted to the bank with a request to process NEFT/RTGS as per the details on it. An e-challan can only facilitate one transaction, and in case the amount remitted fails to comply with the e-challan details, the payment will be rejected and a refund to the bank account will be initiated.

Benefits of purchasing a car through CSD

The primary benefit remains the price difference, as CSD outlets retail car models with slight discounts as opposed to their market rates. Moreover, defence personnel get an added 50% discount on the GST.

Warranty and after-sales service

The warranty is not affected if a car is purchased through a Canteen Stores Department depot. The standard warranty that is offered on the car from the manufacturer is also applicable to vehicles that are bought via the canteen outlets. For example, if a carmaker is offering 2-year and 50,000 km warranty on its vehicle, the same will be applicable to vehicles bought from CSD depots.

Conclusion

The Canteen Stores Department’s subsidised rates on goods give eligible buyers a great discount on vehicles. It’s no secret that owning a vehicle in India holds tremendous aspirational value, and the CSD’s discounted rates make that aspiration all the more accessible.

While the CSD rates are not applicable to every citizen of the country, it is a great tool to utilise for those that are eligible. That said, it is important to understand whether you meet all the eligibility criteria as there are multiple clauses under which the subsidy can be availed.
