How to Get NOC from RTO - Step-by-Step Guidelines

If you are planning to move from one state to another, sell your car to someone from another state and transfer the vehicle RC, or even change your jurisdictional RTO (Regional Transport Office), you will need an NOC or a No Objection Certificate from your current RTO. The process is quite simple but requires one to follow a series of steps. Here’s your guide to getting an NOC for your car.

Who needs an NOC from the RTO?

The most common circumstance that requires an NOC from the RTO is when you relocate. If you want to take your car with you, you must register at the RTO which has jurisdiction over your new address. Another scenario in which you will require an NOC is if you sell your car to somebody whose address falls under the jurisdiction of a different RTO. This applies for both intra-state and inter-state sale of cars. An NOC will also be required if the owner of a vehicle has passed away and their legal heir resides in the jurisdiction of another RTO. Lastly, an NOC is also required for vehicles that are auctioned.

Do you get your registration tax back?

When you pay the registration tax for a car, it is paid for a period of 10 to 15 years depending on the guidelines of different types of vehicle and different states. If you deregister your car from an RTO and register it at another RTO in a different state, you are eligible to apply for the refund of tax from the original RTO on a pro-rata basis. You will however need to pay the tax for the remaining years of the vehicle's life in the new state. However, a refund of the original tax is only possible in the case the owner of a vehicle changes their state, and is not valid in case the vehicle is sold to another person.

What are the documents required for obtaining an NOC?

The following documents are required for obtaining an NOC from the RTO:

• Self-attested copy of the Registration Certificate (RC).
• Self-attested copy of the vehicle insurance copy.
• Receipt of motor vehicle tax payment.
• Pencil print of the car’s engine number and chassis number.
• Valid PUC (Pollution Under Control) certificate.
• Vehicle Owner’s Signature Identification (only in some states).
• Self-attested copies of owner’s Identity Proof and Address Proof documents.

How to apply for an NOC?

You can apply for an NOC in two ways. The first method requires you to complete all the steps at the RTO itself whereas the second method allows you to do a chunk of the work online. But, before you start the process, you should make sure that there are no traffic challans or tax payments pending on your vehicle. If that is the case, the RTO won’t issue you an NOC. 

Method 1 (Offline)

• The first method requires you to physically fill a copy of the Form 28.

• Attach all the documents mentioned above 
• Pay the  fee of ₹ 100 and submit them at the RTO. 

It can take up to three working days for the RTO to furnish you with an NOC.

Method 2 (Online)

The second method allows you to apply for an NOC using the Parivahan portal.

• Step 1: Open the Parivahan portal and under the “Online Services” menu, click on “Vehicle Related Services”.

• Step 2: On the next screen, select your state from the drop down list menu, which will automatically redirect you to a new page.

• Step 3: Next, you will need to enter your vehicle number. Once this is done, accept the terms and conditions by checking the box and then click on “Proceed”.

• Step 4: A new page will open with multiple options. Click on “Application of No Objection Certificate” and you will once again be redirected to a new page.

• Step 5: On the new page, you will need to verify your vehicle by typing in the last 5 digits of its chassis number. Once that is done, click on “Verify Details”.
• Step 6: Once the details are verified, a form will open up on the next screen. Fill it completely and upload the relevant documents. These will be the same as the documents mentioned above. 
• Step 7: On the next page, pay the NOC fee which will be ₹100. This can differ slightly from state to state. 
• Step 8: The last step is to save the application form and print it out along with the receipt for the fee.

Once you have completed the above steps, you will have to visit your RTO and submit the application form and the receipt for the fee. You might also need to submit a few additional documents which can differ from state to state. Once your NOC is issued, you can collect it from the RTO or download it from the Parivahan portal.

The latter requires you to further upload a few documents and make a payment as well.

Lastly, it is important to remember that an NOC, once issued, is only valid for a period of six months. It should be submitted at the new RTO within that timeframe or it will automatically stand cancelled.
