Under the Central Motor Vehicles Rules, 1989, before applying for  a permanent DL, you need to get a learner’s license (LL). To obtain an LL, one must be at least 16 years of age for gearless 2-wheelers, 18 years old for other vehicles, and 20 years of age for commercial vehicles.

To apply for an IDP of international driving permit/licence, you must possess a valid permanent DL. Driving licence fees, whether learner’s or permanent, can be paid online via two websites. One is the Ministry of Road Transport and Highways website, called Parivahan Sewa. Alternatively, you can visit the Maharashtra Motor Vehicles Department website. The step for the latter are as mentioned below:

  1. Visit the website and click on the Licence tab under the Citizen Services tab.
  2. Select the type of licence you wish to apply for.
  3. Once you are on the licence page, select Apply Online and it will redirect you to the Parivahan Sewa website.

  1. Visit the Parivahan Sewa website.

  10. Enter the Verification Number in the space provided.
  11. Click on the ‘Pay Now’ or ‘Pay Later’ tab to complete the payment.

  1. You can apply for a permanent driving licence only after completion of 30 days of holding a learner’s licence. Thereafter, you can appear for a driving test and undergo the procedure for permanent DL.
  2. If you fail a driving test, you can appear for a retest after 7 days. 
  3. A permanent DL is valid for 20 years or till the licence holder reaches the age of 50 years. One can apply for renewal after appearing for the driving test again.
